Ukraine’s Electronic Document Flow: Legal Aspects and Benefits

Ukrainian legislation fully legalizes electronic document flow, opening new opportunities for businesses.

The portal Deals has published an article on the legal aspects of electronic document flow (EDF) in Ukraine, emphasizing that EDF is fully legal and holds the same legal force as paper documents.

The legislative framework for EDF was established in 2003 with the adoption of the Laws of Ukraine “On Electronic Documents and Electronic Document Flow” and “On Electronic Digital Signature.” These acts regulate the creation, transmission, storage, and use of electronic documents, as well as the procedure for applying electronic signatures for author identification. Additionally, Order No. 1886/5 of the Ministry of Justice of Ukraine from 2014 details the procedures for handling electronic documents in office management.

A significant step towards the full implementation of EDF was the abolition of the mandatory use of seals for legal entities and individual entrepreneurs, removing the last major obstacle to businesses fully transitioning to electronic document formats.
