Ukraine’s Electronic Document Flow: Changes and Prospects

A recent analysis by Deals highlights the current state of electronic document management in Ukraine, its benefits, and recent legislative updates.

The publication Deals has released an article addressing the current challenges and prospects of electronic document management (EDM) in Ukraine. In the context of modern challenges, particularly during martial law, the transition to EDM is of paramount importance for ensuring the security and continuity of business processes.

EDM systems offer several advantages over paper-based workflows, including financial savings on printing and storage, easy document structuring in cloud environments, and convenient remote exchange. The legislative framework governing EDM is continuously evolving. Specifically, the Laws of Ukraine “On Electronic Documents and Electronic Document Management” and “On Electronic Trust Services” form the basis for using electronic documents, while “On Accounting…” permits their application for primary documents.

Particular attention is given to legislative changes concerning document management under martial law. For instance, the Law “On the Organization of Labor Relations in Conditions of Martial Law” allows employers to independently determine the procedures for maintaining personnel records in combat zones. Procedures for approving electronic personnel documents with archival institutions have also been simplified. Further changes are anticipated to streamline business operations and facilitate the recognition of Ukrainian qualified electronic signatures (QES) in Europe.
