Electronic Document Management: 2024 Legislative Outlook
Deals has published an overview of key legislative changes in electronic document management that will impact businesses in 2024.
The publication Deals has released an article focusing on current legislative changes in electronic document management (EDM) and their potential impact on Ukrainian businesses in 2024. Ukraine already has a substantial regulatory framework governing the use of electronic documents and signatures. Recent years, particularly since 2021, have seen accelerated digitalization of public services, including the introduction of digital passports, a paperless regime, and electronic labor record-keeping, a process that continues to evolve rapidly.
Several important changes related to EDM are currently anticipated. Specifically, work is underway to harmonize Ukrainian legislation with European standards for the mutual recognition of qualified electronic signatures. The results of a 2022 pilot project, expected by the end of 2023, will lay the groundwork for further integration. Outdated regulations requiring paper duplication for permanent and long-term storage of electronic documents are also being actively reviewed. Additionally, the digitalization of public procurement is planned through the introduction of e-contracts and e-guarantees.
These legislative initiatives offer significant benefits for Ukrainian businesses and the Intecracy Group audience:
- Increased Efficiency: Automation and the transition to EDM provide round-the-clock access to documents, which is crucial in wartime conditions and for business relocation.
- European Integration: Harmonization with European regulations will facilitate the integration of Ukrainian companies into the international business landscape and simplify interactions with foreign partners.
- Reduced Bureaucracy: The abolition of paper duplication requirements and the digitalization of public services streamline interactions with regulatory bodies and reduce administrative burdens.
