Ukraine Enhances Electronic Document Management for Government

New regulations in Ukraine mandate a shift towards electronic document management in government bodies and subordinate enterprises, significantly reducing paper-based processes.

InBase reports significant changes in Ukraine’s electronic document management (EDM) sphere, driven by updated regulations. These documents lay the groundwork for a near-complete transition away from paper-based record-keeping in executive authorities, local self-government bodies, and their affiliated enterprises. The new instructions and regulations establish electronic format as the primary method for documenting management information, ensuring efficiency, control, and reliability in government-level document handling.

According to the updated rules, processing the same document simultaneously in both electronic and paper forms is no longer permitted. Paper-based record-keeping is allowed only in exceptional cases, such as when dealing with restricted access information, documents legally requiring a paper original, or those specified by acts of the Cabinet of Ministers of Ukraine. Key elements of the system include the electronic digital signature (EDS), electronic seal, and electronic timestamp, which are mandatory for most electronic documents.

Enterprises under the purview of central or local executive authorities are required to organize their record-keeping based on their own instructions, developed in accordance with the new provisions. The exchange of electronic documents with other institutions must occur exclusively through the enterprise’s EDM system, integrated with the state interaction system. For those without their own system, a special web module is available. Electronic documents must be stored centrally and logically grouped into cases.
