EDO and Remote Work: Key Aspects During Wartime

The media outlet Deals has published an article highlighting the key aspects of electronic document management (EDO) and remote work in Ukraine during martial law. This review provides important clarifications on the use of electronic tools that help Ukrainian businesses adapt to current challenges.
Specifically, the Deals material emphasizes the use of qualified electronic signatures (QES). Commercial enterprises are permitted to continue using file-based keys, while government bodies are required to use QES exclusively on secure media. Importantly, during martial law, there is no need to re-issue QES – new public key certificates are generated automatically, and the private key file remains valid for another year.
The functioning of electronic work record books, in effect in Ukraine since June 2021, was also discussed. Employers and employees can enter information about work activities through the Pension Fund of Ukraine portal. Additionally, the article touched upon the topic of electronic justice. The Council of Judges of Ukraine has made decisions regarding the more active use of electronic justice tools, particularly for sending court summonses and procedural documents via email.
However, Deals notes that there are currently no international agreements between Ukraine and other countries for the mutual recognition of public key certificates and electronic signatures, which prevents legally significant electronic signing of documents with foreign companies. This information is critically important for Ukrainian businesses as it helps to:
