Ukraine’s Electronic Document Management: Benefits and Regulation
A recent publication by Deals examines the current state, advantages, and legal framework of electronic document management (EDM) in Ukraine.
The publication Deals has released an article focusing on the current state of electronic document management (EDM) in Ukraine, its benefits, and legal regulations. The article emphasizes that EDM has become an integral part of business processes, offering significant advantages over traditional paper-based workflows.
Key benefits of EDM highlighted include financial savings, ease of structuring and storing documentation (particularly in cloud storage), and convenient remote document exchange. EDM systems enable efficient management of both internal and external document flow, as well as the creation of electronic archives.
Ukrainian legislation is actively evolving in the field of EDM. The Law of Ukraine “On Accounting and Financial Reporting in Ukraine” permits the creation of primary documents in electronic form, provided that the requirements of the Laws “On Electronic Documents and Electronic Document Management” and “On Electronic Trust Services” are met. These regulations govern the use of electronic documents and electronic signatures.
Particular attention is given to changes implemented during martial law. Specifically, the Law “On the Organization of Labor Relations in the Conditions of Martial Law” allows parties to employment contracts to agree on alternative methods of document exchange. The recognition of Ukrainian qualified electronic signatures (QES) in Europe is also anticipated, opening new prospects for international cooperation.
Why is this important for Ukrainian businesses?
- Resource Savings and Efficiency: EDM significantly reduces costs associated with paper, printing, logistics, and storage, while also accelerating document exchange.
- Legal Compliance and Security: Adherence to current legal norms ensures the legal validity of electronic documents and data protection, minimizing risks.
- Flexibility and Remote Work: The ability to work with documents remotely is crucial in today’s environment, especially for companies with distributed teams or those collaborating with international partners.
