Ukraine’s EDO Standardization: Challenges for Businesses

Ukrainian businesses face difficulties due to the lack of a unified standard for electronic document management systems, hindering inter-company interactions.

Ukrainian companies actively using electronic document management (EDM) systems often encounter platform incompatibility issues. This forces businesses to register on multiple services to exchange documents with counterparties using different EDM systems. This pressing problem and its impact on business process efficiency were recently highlighted by the publication Deals.

Despite the rapid development of the EDM market in Ukraine, the absence of a unified technical standard for data exchange remains a key barrier. While the state sector has the System for Electronic Interaction of Executive Authorities (SEV OV), it is exclusively for government institutions and not designed for inter-business or business-to-government interactions. Furthermore, the SEV OV technical standard is considered outdated.

Implementing a unified EDM standard is critically important for Ukrainian businesses and the Intecracy Group audience for several reasons:

Resolving this issue requires government intervention to harmonize standards and create a unified information space for all market participants. This will enable Ukrainian companies to fully realize the potential of electronic document management.
