Prozorro’s Transition to Deals E-Document Flow: A Case Study

The state enterprise Prozorro has been successfully using the Deals electronic document management system for partner interactions for a year.

Deals media has published an article highlighting the experience of the state enterprise Prozorro in implementing the Deals electronic document management (EDM) system. For a year, Prozorro has been successfully using this system to sign documents with partners in electronic format. The developers adapted the software for the state enterprise’s needs, notably by implementing support for the ‘Kristal’ and ‘Almaz’ secure electronic signature carriers, which are mandatory for state institutions under Ukrainian law. The system also supports Mobile ID signatures, enhancing user convenience.

Transitioning to EDM offers significant advantages over traditional paper-based document flow. It allows companies to receive signed documents on the day they are generated, eliminates the need for courier delivery, and substantially reduces financial costs associated with document creation, storage, and processing. Furthermore, electronic document management simplifies document search and approval, ensures reliable storage and backup, and contributes to sustainability goals by reducing paper consumption.

This case study can be valuable for Ukrainian businesses and the Intecracy Group audience for several reasons:

  • Increased Efficiency: It demonstrates how EDM accelerates business processes, enabling companies to exchange documents faster and optimize internal approvals.
  • Resource Savings: It illustrates significant cost reductions in printing, storage, and logistics, which is a crucial factor for budget optimization.
  • Legal Reliability: It confirms that electronic documents signed with qualified electronic signatures (QES) or electronic digital signatures (EDS) have full legal force, removing doubts about their legitimacy in interactions with state and private entities.

According to current Ukrainian legislation, electronic documents signed using a qualified electronic signature (QES) or electronic digital signature (EDS) have the same legal force as paper documents. This opens up opportunities for state-owned companies and private businesses to confidently transition to electronic document management and fully leverage its benefits.
