Ukraine’s Electronic Document Management System Evolves

An analysis by Deals highlights the progress and benefits of electronic document management (EDM) in Ukraine, noting its evolution and legal framework.

The publication Deals has released an article detailing the evolution and progress of electronic document management (EDM) in Ukraine. The article points out that EDM has transformed from systems for accounting paper documents to modern solutions where the electronic document is the primary original, and its paper copy is secondary. Despite a slower adoption rate of EDM in Ukrainian companies compared to Western countries, there is a positive trend, supported by European experience and national legislation.

International organizations such as UNCITRAL and the Council of Europe play a crucial role in developing EDM standards, affirming the equal legal status of paper and electronic documents. Ukrainian legislation, particularly the Laws ‘On Electronic Documents and Electronic Document Management’ and ‘On Electronic Digital Signature’ (both from 2003), establishes a robust legal framework for EDM use. Furthermore, the abolition of mandatory seal usage, the implementation of e-governance, and the prospect of an electronic court system indicate the further integration of EDM into state and business processes.

For Ukrainian businesses and the Intecracy Group audience, the development of electronic document management opens significant opportunities:

  • Process Optimization and Resource Savings: Transitioning to EDM allows companies to significantly reduce expenses on paper, printing, logistics, and document storage, while accelerating agreement and signature processes.
  • Increased Efficiency and Competitiveness: The ability to exchange legally significant documents online promptly speeds up business processes, improves interaction with counterparties, and enhances overall company agility in the market.
  • Compliance with Modern Standards and Environmental Friendliness: Implementing EDM aligns with global digital transformation trends, promotes corporate environmental responsibility, and simplifies integration with international partners.
